SAIC has a contingent opening for a Senior Research Analyst in support of the Weapons of Mass Destruction Pathway Defeat Capabilities Based Assessment (WMD PD CBA) in the National Capital Region, Washington DC.

The Senior Research Analyst conducts organized analytical assessments and evaluations to understand and/or evaluate complex issues to inform decision making, policy development, system development, management, or administration of client processes. Supports the Joint Requirements Office (JRO) for Chemical, Biological, Radiological and Nuclear Defense, J-8 Joint Staff in coordination with USSOCOM. Provides research and analysis in support of wargames; scenario and vignette development; modelling; analyses of alternatives; concept development and studies to support the development of CBRND and CWMD requirements, including medical countermeasures (MCM) and diagnostics. Serves as a member of a multidisciplinary study team responsible for providing CONOPS at the tactical and operational level and delivering a complete final CBA in accordance with the JCIDS process within 365 days.


Must have a Master’s degree from an accredited institution in operations research, engineering, systems analysis, mathematics, or political science, and 5 years of related experience.


All candidates’ resumes must depict having comprehensive knowledge, expertise, and a minimum of five (5) years related experience to perform tasks related to:

Knowledge of the Department of Defense’s general mission; force structure; warfighting concepts; tactics, techniques and procedures; and doctrine.
Knowledgeable about and have the ability to articulate accurately and completely CBRN technical and war-fighting concepts and capabilities at joint working groups and scenario development and strategy meetings.
Must have a working knowledge of CBRND, CWMD, Operational Analysis, Force Development, and the JCIDS in a joint environment. This ability may be demonstrated by a minimum of three years of experience working CBRND and/or CWMD issues within the Joint Staff, functional Combatant Command staffs, or Service staffs.
Must have strong knowledge of the Enhanced Planning Process (EPP) and Analytic Agenda as well as familiarity with Defense Planning Scenarios (DPS) and Multi-Service Force Deployment vignettes (MSFD). This ability may be demonstrated by a minimum of two years of experience using the EPP in DOD, preferably at the Joint level.
Must have the ability to coordinate with other organizations regarding proposed future concepts and the impact those concepts will have on Joint capabilities.
Candidates selected for this position will be required to travel CONUS during the performance of this task order to attend coordination meetings, working meetings, updates, presentations and steering committee meetings in support of this PWS. The contractor will coordinate with the sponsor to use SVTC for meetings and updates to the maximum extent possible to minimize travel cost.
The successful candidate must be able to clearly speak and understand technical jargon as used by military planners.
The candidate must be capable of performing without direct supervision during planning conferences, technical meetings, engineering working groups, etc.

Desired Qualifications:

Knowledge is highly desirable of achieving CBA approval via JCIDS (CWMD WG, P-FCB, JCB-JROC, as required).
Experienced in submitting deliverables using Microsoft Word/Power Point/Excel/Access/Visio/Project formats.
Prior military experience in CWMD is desired with a minimum of 5 years’ experience demonstrating the ability to apply analytical skills to problem solving in a military environment, or an equivalent combination of directly-related experience, training.


A current Secret clearance is required.
Candidate selected must also meet eligibility requirements for access to classified information and/or facilities.
